This works only in the PC version:
If you have trouble with the "8-Track" mission ( http://gta.wikia.com/8-Track
), then one way to beat it would be to edit the Hotring Racer's ( http://gta.wikia.com/Hotring_Racer#Designs_and_variants
) handling in My Computer > C: > Program Files > Rockstar Games > GTA San Andreas > data > handling.
You can make your car (almost) damage proof; stable; heavy enough to ram others out of the way and a lot faster.
But meake sure that your careful about what exactly you change. If you change the wrong things the game can crash at the moment when that vehicle should spawn. And don't make it too heavy. That will glitch the car.
I did that mission long before I changed anythings handling. I changed my Hotring Racer to make it more awesome and epicly fast. Mine is now almost indestructlible and better then every other car in every way.
Don't expect to do this in 5 minutes. It can take hours of expeimenting to get things perfict. And you have to turn the game all the way off, before you can edit the handling. Otherwise there won't be any effect. And you should make a copy of the handling file before changing anything (in case you mess up).
